Innovation
During the innovation stage (15 April–15 May 2020), everyone can make suggestions on how to promote the well-being of the residents of Tampere under the age of 18. Suggestions can also be submitted by associations, organisations and other groups.
Ideas can be submitted in Finnish or English.
The ideas can cover the entire city or focus on one of the city’s five areas (northeast, southeast, south, centre, west). A sum of EUR 100,000 has been allocated for the implementation of city-wide ideas. For the implementation of area-specific ideas, a sum of EUR 70,000 has been reserved for each area of the city.
The ideas will be submitted over a form on the Mun Tampere website where the ideas will be publicly available.

Preliminary inspection
During the preliminary inspection stage (16 May–16 August 2020) every proposal submitted to the Mun Tampere website will be inspected. The purpose of the inspection is to determine the feasibility of the submitted ideas.
The results of the preliminary inspection are published by 30 June 2020. If an idea is deemed feasible, it will be discussed in the workshops during the autumn of 2020. If it is not possible to realise an idea, the idea will not be discussed in the workshops.

Workshops
During the workshops between 19 August and 11 September 2020, the ideas will be further developed. All persons who have submitted their ideas will be invited to take part in the workshops and everyone interested in the subject is welcome to participate. In addition to the citizens, representatives of the City of Tampere will be present.
During the workshops, the submitted ideas are further developed and combined into larger entities. The workshops produce plans with information about what, where and when an idea will be implemented.

Evaluation of costs
During the cost evaluation stage (12 September–31 October 2020), the cost of realising the plans made in the workshops will be investigated. The personnel of the City of Tampere will be carrying out the evaluation of costs.
The cost calculation covers all costs related to the implementation of an idea. This means that the related expenses consist of the required planning and design work, potential supplies and the realisation of an idea. For example, the cost evaluation of events requires the calculation of rent of the premises, the performers’ remuneration, costs related to supervision of order and safety as well as costs related to publicity and marketing.

Voting
During the voting stage (1 November–30 November 2020), the citizens of Tampere select the best plans by voting. All residents aged 12 or older (including those turning 12 this year) will have a chance to vote.
In the voting service, the adult voters identify themselves by using their online banking user identifiers and children identify themselves by using their Wilma user identifiers. It is also possible to vote without electronic user identifiers.
During the voting, all voters have two votes to use. Both votes can be given to one plan or spread between two different plans. The plans with most votes will be realised within the framework of the area’s budget.

Implementation
After the voting, the ideas with most votes will be implemented between 1 December 2020 and 31 December 2021. The number of votes and the area-specific budget influence in the selection of ideas to be implemented.
The ideas with most votes will be realised in the order in which they fit the area’s budget. Each area (south, southeast, centre, northeast, west) have a budget of EUR 70,000 to use. For city-wide ideas, the budget is EUR 100,000.
The City of Tampere is committed to putting the winning plans into practice during the year 2021 either independently or in cooperation with a selected partner.
